Having regular stutter every few seconds.

Every several seconds CPU goes up and GPU goes down causing stutters
PC specs for those who want to assist (if not entered in your profile)
i7 6700k
GTX 1080 ti

How you come to the result that perpherals cause the stutters ?

Do you use any kind of VPN ?

When I disconnected all peripherals even the mouse and keyboard all stutters are gone.

If you have a fancy mouse or keyboard, try dropping their refresh rate. I have a mouse and keyboard that can poll at 1000x per second. That causes lag and stutter in some games. I drop them down to 125 or 200 at most.
