CPU clocks bizarrely reducing with altitude

ISSUE DESCRIPTION

Description of the issue:
After the latest patch in December i have discovered a bizarre issue where my CPU clocks will steadily decrease as you approach the airport from high altitude.

With every flight.

The leftmost part is the start of the approach, as I am gradually descending towards the airport, the clocks go from 3.5ghz all core to a horrible 1.64ghz. I have tested with other applications to see if a all core workload for a long time will show this issue, but after using 2020 and cinebench and other benchmarks, this behavior did not show up

It is important to note that this is a mobile cpu, so temps like 98c is completely normal. In 2020, the temps were at 92c and clocks were very stable, although im guessing that has to do with the total cpu utilization being lower in 2020.

This problem did not occur before the latest patch, and makes landing horrible as I am slowly losing fps and I end up having 7 fps over the runway threshold, which makes the game unplayable

I capped 2024 fps to 45, but i can go higher. In the cruise i am sitting at a steady 45 fps but then it goes downhill once I get closer to the ground.

I seriously don’t understand what is causing this. The same behavior now happens in cruise. What is causing the spike in Utilization? I know its MSFS24 because i have tested it in isolation.

This is horrific QA from MS/Asobo
