There seems to be a few problems with this airport. I assume you mean RWY 23, since there is no 28 there, and the world map shows only a VOR DME 113.9 (not a localizer/dme) aligned with RWY 23 (no ILS glideslope). The VOR approach to 23 appears to line up pretty well with the runway heading (229). If you’re talking about the localizer on the map (110.3) that’s shown next to one of the other runways, it’s definitely offset from any of the runways, and I can’t find an approach chart that shows an offset localizer at that airport (just a quick search, so might have missed one).
I didn’t try the other runways to see if they line up correctly.
