Date based on UTC instead of local time

Brief description of the issue:

today is July 4th, and I wanted to witness the fireworks as announced with latest city update. Flew around for an hour and nothing happened. Checked the weather and it said July 5th. Started new flight, made sure to check real time, and it jumped to July 5th. Wouldn’t let me go back to 4th. Had to manually move time back about 12 hours for to be able to change time to the 4th, started the flight, checked the time in weather menu and it showed the 5th again. It would not stay on the 4th. Checked my Xbox settings , and it showed correct date, time, and time zone. The game is stuck on a day ahead.

Brief description of the issue:

The July 4th fireworks show at 22:00 local on July 3rd instead of on the 4th. It seems that the effects are tied to July 4th UTC, so the time at which the fireworks show is actually the day prior.

Detailed steps to reproduce the issue encountered:

Go to any city in the United States on July 4th at 22:00 local time, which at KBOS (screenshot) is 02:00+1 (July 5th), and there will be no fireworks. Move back one day, July 3rd at 22:00 local time or 02:00+1 (July 4th), and there will be fireworks.
