Can someone help me on why the decel sometimes is in the flight plan and other times it’s not?

I have noticed this too sometimes, flight plans have been really bizzare for me since SU5. Unfortunately I don’t have an answer
And why does the ATC keep going offline and you get a kids voice? I hope alot changes with this next update coming
