If you have the Rolling cache OFF, is it a good idea to Delete Rolling Cache File every now and then? and especially after a CTD?
If you have it off, there should be nothing written to the rolling cache file. But of course there seems to be a lot of mystique under the hood. My senses say you don’t have to delete it.

If you turn it off, then delete the file, it won’t get re-created. You know for certain then that any issues you might have are not rolling cache related as you don’t have one.
