I’m not sure about some of your post, or I don’t understand what you mean, could also be. Transition Altitude (TA) is different from country to country and sometimes different TAs are available within the same country.
Transition Level (TL) is depending on the actual QNH as needs to be minimum 1000 ft, it is determined hourly by ATC and broadcasted via ATIS or FIS.
Flying above TA (TL is the lowest useable level) you should use the term “flight level”, an aircraft below transition level shall use the term “altitude” or “height”. For example:
- “AB-CDE (climbing / descending) FL100”
- “AB-CDE (climbing / descending to) altitude 1000 ft”
Note: the phrase “to” is only used in relation to altitudes or heights immediately followed by the phase “altitude” or “height”.
