Has Asobo (with its SU10-beta) opened-up the weather & terrain data for 3rd party developers?

Here are the lines directly out of the Release Notes:

• Implemented Terrain/Weather API
• Added a new sample about how using Terrain/Weather API
• Terrain and weather map APIs updated to match new WASM map APIs, including extended color definitions and breakpoints
