Microsoft does not recommend removing the Store:

that won’t do anything, the problem is the launcher itself.
-
I have a brand new windows install, no programs to mess with that.
-
I’m on steam
-
Again, brand new windows.
The download system is seriously flawed for a lot of us.
I have tried every suggestion. Continuous looping on the fs-base 1.61 fspackage 002. Nothing is fixing this for me. Not changing the DNS… already have crappy internet… so netlimiter is redundant. Have Windows version 2004 latest… patched to 1.7.14.0. Store version… not uninstalling the store as it is NOT RECOMMENDED. What am I supposed to think about all this?
Have people that didn’t have any problems, scoffing as if we don’t understand anything.
FRUSTRATING AT BEST.

I tried on two different systems (on my same home network) and that was a clue that led me to figure out the problem was being caused by my network equipment (the media prioritization setting in my router) and not my computers running Windows.
That said, you’re absolutely correct - the root cause here is the installer’s poor handling of network conditions while downloading large files. If there is a network reset, it should pick up where it left off, not start over.
I have had the exact same download problem both at my house and my Son’s ( he has a 100mb fiber internet) the speed is always limited between 3-8 mbs not matter the connection speed.
Our network equipment and speed are different but with the same result.
Ok, how about at admin command prompt the following:
c:\ipconfig /release - then after network completely turned off/disabled.
c:\windows ipconfig /renew
If any of the NW stack (in pc) is screwed up, this will clear it. You will have to manually reset the router stack, usually button on router or just pull power on it. Wait for minute then plug back in, it will rebuild the Router information.
These commands reset all network conditions. As part of mine I did this don’t know if it worked, but like mentioned above, did all those things and that got me going. I have the worlds worst internet provider with DSL best is 15-16 MBPS. Dedicated cable internet is getting 100MBPS, so that tells you something.
And this is provided as suggestions, and trying to be helpful. It’s been 3 weeks or better, these problems should have been tested months ago, with various Alpha and Beta testers. FWIW-Selected for the beta, could never get the SIm to download, talked to Customer Support one time, but I was working in the yard, and could not spend time fixing that then. It never worked for me, and when simulator was released, I could not get it to download either. Finally resorted to my original suggestion, which got me going. Bust of luck.

I believe that everything does not run with the same luck! We have tried everything to install the game and still can’t do anything! forget to restart vpn dns delete microsoft store! we all have problems in the same files and we are in different parts of the world they are always the same pc-fs-base-bigfiles-0.1.59 fs-base 1.61 fspackage 002 (ALWAYS ARE THE BIG FILES) It is their server problem and their programmers! we have 3 options 1. wait is for them to fix it! 2. that someone send us those files in a rar and copy and paste it in the folder 3. ask for a refund of our money! what they are doing with us is a mockery and an outrage …

the file 1.61 fs package 002 restarts again I have no way to install! what a headache
I started a clean install last night. This morning the Content manager downloaded 5.6 gb of data.
Performance monitor stats showed it downloaded over 28 gb. This is due to all of the resets and retrying the same file download. Once it gets to the larger files it will never complete without a reset. This is the problem, Content Manger needs a Download Manager so that when it resets it continues where it left off and does not start the file download over.

FWIW-I did not go through those issues, of starting and stopping because of file size. And yes, If the DVD’s had been available even if priced higher would have opted for that. Much easier to install.
I have no suggestions now to help with problem. Seems to me I read, no refunds, but I was able at one point to talk to tech support on the phone, so you might give that a try. They called me back in couple of hours. This should be escalated up to the Zendesk if you have not. It’s been almost month, these problems should have been fixed by now. Good Luck.
if I too were opted for the dvd option! even if it was more expensive, I’m looking for other options to replace those big files, paste them manually and continue with the download! there are so many problems that Zendesk has! the times that I have written, they respond with an automatic message! they do not address each customer’s personal problem!

Can you explain how you did this?
Hi,
What helped me is download the Xbox live app(beta) and install it
Temporary disable windows defender and your firewall
Open the Xbox app and you will find you purchase in there and download it from here
You don’t understand. It’s their launcher. It’s broken. It doesn’t matter what I do, I won’t be able to install the game unless I buy an entirely new router or until they update the ■■■■ thing

I did eventually work around the issue by using a VPN. I opted for the 7-day free trial from AVG and changed my location, using the VPN, to North America. The file download failures reduced by a great deal and I got the sim down.
It’s a terrible experience for end users - one that I hope Asobo resolves sooner rather than later.
I’m happy for you … the vpn solution didn’t work for me! Almost a month of launch and the installation is not possible yet

Do you have an ASUS router? I was having this issue and it still happens while downloading the new patch#2. I fixed it by adjusting my router QOS settings. This may explain why some people get it to work by using a different network connection.
I went to Traffic Manager - QOS and set my download bandwidth to be less than the actual download speed I get. I usually get 6Mb/s down over my DSL. I know! So I changed my QOS to do 5Mb/s and that fixed it. It will only download at about half of that now but at least it is working. After the patch downloads I’ll change it back to 12Mb/s so I get the full 6Mb/s for other work. That’s what I’ve been doing for 2 years so I know it works.

I wouldn’t say it “worked” for me either, it still took 48 hours of being online and not using the PC. It was just better than without.
It’s doing exactly the same thing with the patch, so I am just going to the same again and hope for the best.
