There’s more to FPS than TLOD, other settings come into play and I am not equipped to guide you, but I can tell you based on those specs that that’s not a reasonable frame rate.
That being said, DD products are notorious for being horrendously optimized and their EWR runs considerably worse for me and many others I’ve spoken to than MK LGA and ini JFK.
