Title: EGBK Sywell – ATC Completely Non-Responsive (Regression)

Description:
ATC at EGBK Sywell does not respond on any frequency.
This is airport-specific. ATC works normally at airports such as EGBB and EGLL in the same simulator session on the same console.
At EGBK:
- Radios powered and functioning
- ATC window shows options and frequencies
- Pilot transmissions are audible in cockpit
- MSFS instructs: “Tune EGBK traffic on 122.90”
- VFR Map shows FSS 122.7
- No ATC entity ever responds
This is a regression — it worked in earlier versions of MSFS.
Steps to Reproduce:
- Start MSFS on Xbox
- World Map → Select EGBK
- Choose any aircraft (Textron C152 default tested)
- Cold & Dark start
- Power avionics and COM radios
- Tune COM1 to 122.900 or 122.700
- Attempt any ATC interaction (Taxi, Radio Check, etc.)
Expected Result:
ATC responds normally.
Actual Result:
No ATC response at EGBK.
