I guess this will may be get access to videos folder, in special if you not changed the default recording path. And, if you not have disabled game-bar, it is running at all, so far I remember. But not sure whether a svhost process related to that exist. I have all of that MS stuff diabled ( I use e.g. shadowplay for recording and not need then the fifth game-overlay-stuff 
).
An idea might be to check the handles, e.g. with help of Resource-Monitor:
