I have the exact same problem. Same specs except 3080 instead of 3090. But I don’t get why the cpu usage is so low. Even if you look at the single cores, The highest utilization I get is usually 60-80%. So it cant be the single core performance. Other games which rely on single core performance use up top 100%, so the problem is not my PC.
