I have never had problems with Marketplace but last Friday I bought AddOn below.
Marketplace after the purchase reported download problems (my SIM is perfectly updated!) end did not let me download the AddOn.
After a few hours I received the purchase confirmation via email and the relative charge on PayPal but still today it is not possible to download the AddOn.
Furthermore, the two buttons “BUY AND DOWNLOAD” and “BUY” are disabled on any AddOn of the Marketplace.
I never buy from Marketplace, I always buy from the developer direct and have never had a problem. It’s a little more work keeping up with updates, but you get the updates far, far quicker, there always seem to be a delay with Marketplace updates from what I read. Hope you get it sorted.

I have the same issue, but since the Marketplace indicated that the purchase failed, I purchased again and it worked the second time… except I was charged twice.
As I didn’t find out immediately, I have 3 DLC paid twice (and available) and 1 paid once but not available in game.
I have tried to issued 4 requests on the web site but you have to confirm the request through mail afterwards : I haven’t received the confirmation emails 30 minutes after submitting the requests…
