There was a time when certain packages would drop to ludicrously low speeds compared to others. For some packages I would be getting ~200MBit/s, then it would drop to 1-5 Mbit/s. Fortunately the last few patches have not been like that. but they clearly have ongoing issues with their content delivery servers.
Perhaps it is deliberate throttling?
