Hi there. Just to clarify, what do you mean by “respond”? Do you mean that you don’t see the engine RPMs or EGT changing? On what aircraft have you seen this? What altitude are you at when you’re seeing this?
Take the Cessna 172 for example. You can go down to 8% mixture without any effect.

it’s stay at fsx stage, same in p3d, except you use 3rd party addons, so in default aircraft you have only one way - look at fuel flow, max is optimal 
I don’t think this should be solved by 3rd party add-ons. Fuel mixture is a basic feature.
