One thing comes to my mind right now - do you use PCI-E Gen4 for your GPU? Have you tried switching it back to PCI-E Gen3? I’d also recommend switching off SAM feature (rBAR) in BIOS if you have it turned on. They may be the cause for these issues as they are quite new features. It’s worth to give it a shot
