I was having the same issue, and was tearing my hair out. I tried everything that has been posted in this thread to no avail. What I didn’t realise, and I only discovered this morning, was that the photogrammetry wasn’t added automatically with each update. I had to go into Marketplace, and add the separate regions from there. The sim then worked properly straight away. Maybe worth checking? I found them under “free”.
