EDIT: This has been fixed since the first “Hotfix” release on Console.
As the Title suggests, no matter what I do it’s as if I’m stuck in Offline Mode or something. The game says I’m Online, and all of my Data settings are set to Online. However, every city is just randomized block buildings and the towns around the World are just sand pits with trailers. I’m trying to get the Photogrammetry to actually turn on and download something, but I’m at a loss here. What can I do to get this working as advertised?
