You can only save a Flight Plan on the World Map.
Create the Flight Plan.
Don’t click FLY.
Note that if you click FLY, you can fly the Flight Plan but have
lost the capability to save it.
Save the Flight Plan.
Two files are saved: .flt and .pln.
Both have the Flight Plan.
Note: Simbrief Downloader will save only a .pln file.
The two files are different when you load them.
.pln file will load but use the current Flight Conditions
and not the ones saved.
Flight Conditions: Time, weather
.flt file will load but not give you the capability to change the Flight Conditions.
You can edit the .flt file to give you the capability to change the
Flight Conditions via the on-screen menu : the Cloud Icon.
Create Flight Plan on the World Map.
Set your Flight Conditions. (Time and Weather)
Don’t click FLY.
Save to PC as .flt → name.flt
Use Notepad to edit this saved name.flt
Flights are located in the LocalState folder of your “Installed Packages” location.
C:\Users\userid\AppData\Local\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalState
This is a Symbolic Link folder and points to your physical folder.
Edit the .flt file.

Set you day, hour, minutes.
Note:
Hour 13 = 1 PM
Day is Julian. Google it → may 4 to julian gives you 185
Edit the Weather to this:

WeatherCanBeLive=True
Choose the weather preset that you want for the flight.
I also set the fuel quantity for the flight for my CJ4 to 75%:

Save the name.flt file. Don’t change the name.
You can load this file at any time.
Next day or month.
Nothing will change.
You now have the cloud icon on the upper screen menu.
You can change the time and weather for the flight.
