What I’ve done is set my vsync to half refresh rate (my monitor is 60mh) , set my limit to 60fps in the nvidia control panel and that has seemed to do the trick!
I’ve read a few online instructions on how the graphics card to monitor works and the best tip I’ve seen is try to keep your FPS to a division of the MH of your monitor, so I changed this and I’ve found my system has responded to this by giving me a smoother picture.
Ok, the stuttering is still slightly there when I’m coming into a city with photogrammetry but on the whole the smoothness is so much better!
Now I’ve made it a lot smoother I’ve promised myself I’m not going to mess with the settings anymore in case it reverts back to a stutter fest 
, at least now until the next sim update is out, I’m happy
