Brief description of the issue:
Gamepad controller keys registered while installation manager in background. I am using a xbox one controller on my Windows 10 (21H1 build 19043.906) pc with the xbox usb receiver (v1).
This is awkward because hitting the a button twice will open up the link to these forums, even while the download manager is minimized and in background. I was playing another game while the download was going, and when I came back I had 1,600 tabs to these forums opened.

- Game needs to update via the installation manager.
- Minimize the application
- Press A twice on a gamepad, a browser will open.
