The answers are simple.
The Official NavData partner is NavBlue, not Navigraph.
WT, when they made their G3000 Mod and were a) not a contractor to Microsoft and b) not bound by official contracts, could add features such as Navigraph without restrictions. Notably, this was under freeware terms because no one was being paid for the G3000 mod.
Fast forward to today, Microsoft purchased the rights to the G3000 mod and made WT primary contractors. So it’s now a Microsoft product and must conform to official arrangements. There is NO official existing agreement with Navigraph/Jeppensen because NavBlue is the official partner.
Notably, Microsoft is not restricting Navigraph from integrating their product into the G3000. It’s just up to Navigraph to make it work.
