I can not load leg 18 on the GERMANY’S COASTS AND THE RHINE. I am 73 percent completed. it has been a great trip so far. I would like to finish it

This happened to me too, twice, even though I don’t remember on which legs of the German bush trip. It also happened on another couple of bush trips.
The workaround is to load the previous leg (leg 17 in your case) and restart from there.
Note that you don’t need to actually refly the previous leg. Just load it, then exit, and immediately start into the following leg. That’s usually enough to reset the stuck bush trip.
