Getting distant scenery to show up sooner?

Is there a way to get non-photogrammetry-based buildings and objects to show up sooner?

Photogrammetry does a bit of a better job, but when turned off, I’d like things like large buildings to appear much sooner.

i belive the terrain lvl of detail slider is what you are looking for, but be warned, it will have a huge impact on fps the higher you put it.
you might also need to play with the buildings slider and up that a bit also.
