I upgraded from a gtx1060 to a RTX 3060 with my 9700k last year. Before I was struggling to reach 30fps but after the upgrade I am easily seeing 60fps now with a second monitor.
Try setting these recommendations and see how you go.
In Nvidia control panel set threaded optimization to ON,
also set low latency mode to ULTRA.
Turn resizeable bar ON in the bios for your 3060ti.
Set HAGS ON in windows settings.
Then in the SIM set medium preset then change the following:
Clouds HIGH,
Buildings HIGH,
Terrain PreCaching ULTRA,
Trees ULTRA,
Texture resolution HIGH or ULTRA,
Texture synthesis ULTRA,
Windshield Effects ULTRA,
And start off with Tlod and Olod at 100-150.
Then if performance is any good, which it should be by this point you can play around with the other settings raising them one by one until you get the required clarity you’re after.
