Maybe try to switch off ASW in Oculus Debug Tool?
Unfortunately it’s returning to auto every time you disconnect and connect again headset to PC.
Also Virtual Desktop could be a great alternative to Oculus Link. Especially now, with a new codecs, image upscaling etc.
