As per the title. I select “Not Installed” packages in my library but I see no “Download” button.

I had the same problem, but I exited to try to get the packages to magically download and can’t get back in. I’m guessing that the lack of the download option is related to the overall issues.
Same here. The packages didn’t have a manual download option, but restarting the sim caused it to finally download everything. It took 2 tries but it got there before the great server blackout began.
Let’s be brave and quit to desktop. I got a red page server error and been stuck there for an hour anyways… 
I have the same issue. I have restarted, and finally got back in, several time without being able to install the Deluxe/Aviator packages. I will open a case.
Hello, I had the same problem. But when I booted today after i selected the packages in my Library yesterday, they were set to streaming today and I had zero not installed. So it is magic or this is how it works. You select and they download and appear
