Head movement stutter with consistent high framerate

Hello all! Coming back to flight Sim after about a year off and really enjoying it but having a weird issue. The game is running a lot better than it did last year with openxr toolkit being able to crop in some of the Unseen pixels as well as FSR 2.0 up scaling.

But even though my frame rate is high and consistent I seem to be getting a lot of stutter turning my head or like any real small movement.

It feels akin to the game running at 20fps even though it’s at a locked 30 and I can even hit a locked 40 stable, with it unlocked capping out around 46 FPS.

But it feels about the same in all of these feeling more like 20 FPS with this stutter of head movements I checked FPS with FPS VR as well as open toolkit in both gave me the same readings.

I noticed the stuttering as well as I can see the black bars on the side of the view popping in and out even if I disable the open XR fov reduction. With it removed it’s less noticeable but still there, it seems to take a split second to load the pixels on the edge of my vision instead of it being smooth which used to only happen when it was really struggling for for performance at like 20 or maybe 24 FPS, it’s not a huge amount but emigh to be noticeable and annoying.

Not sure what’s causing it as I’ve been playing the game at a locked 30 and it can even run all the way up at 46 so it has plenty of Headroom it shouldn’t really have any of this micro stutter with head movement and it shouldn’t have those black bars popping up which is usually only apparent when it’s really struggling for performance at like 20 or 24 FPS or at least that’s how it was when I played it last year.

And moving my head doesn’t cause any frame time spikes if I watch my metrics and move my head they all stay the same I don’t see any FPS dip.

All my metrics seem fine my CPU usage / frametimes are low, RAM usage is at like 12 out of 16 gigs, GPU frametime are ~22ms (equivalent to 45FPS) and vram has plenty to spare with 7.5 of 8 gigs being used.

-Game Mode ON (tested off as well)
-Process lasso setting MSFS to high priority and performance mode enabled
-No HAGS (Not supported)
-Game set to full screen with full screen optimizations disabled

PC Specs
-R5 2600 @4.0ghz
-5700XT
-16gb 3066mhz RAM
-Valve Index @106% resolution

Has to do with the latest Windows 11 update. Add the following to a batch file and run as administrator before flying.
(to create a batch file start new text file with the commands inside and save with a .bat extension instead of .txt)

Oh actually Im on Windows 10, does it affect both?

I am having exactly the same issue with head stuttering at 60fps
Rest of Sim is very smooth

Windows 11 on brand new pc
Ryzen 9 7900x
Rtx 3090ti
32gb ram

Have spent 5hrs last night try all settings to stop head stuttering

Are you saying that you are getting head stuttering when sitting stationary on a runway (or taxiway or at the gate - no scenery movement)? If so, that is more of a HMD head position tracking issue.
OR
Are you looking sideways at scenery while flying and having stuttering.
BTW - what headset are you using and what settings (refresh rate, etc.) are you using.

I had the same problem.
What fixed it for me, two tools and another debloat of Windows.
1 Download Park Control, from the same guys as Process Lasso and set your cores to never ‘park’.
2 Download ISLC and set it per instructions here:

Have you tried without process lasso running? I stopped using it a while back.
