I fought with this for months of last year. Both your chip and motherboard are defective. RMA them or better, return for refund if you can. Once you get the replacements, do not even turn on XMP.
This is a defect witth all current gen Intel CPUs and supporting mobos.
Might be better to just return and get AMD or wait for Arrow Lake to be out. Seriously.
