I agree that something is off with a setting on your PC.
I’m running a 3700X with a gigabyte 3080 OC and 32GB and literally the worst FPS I have is 30 (Ultra everything and on 4K resolution) and that would be coming into JFK or Heathrow. I usually hang out around 50FPS and if I’m in wilderness, easily 60. At 4k.
