I pay’d this before about… forgot… 1.5 - 2 years ?.. so, I have no issue with that and I bought a graphics-card without any kind of hardware issues, driver-issues, whats ever…
But again… the question from OP was: why is the current flagship graphiccard not better as the former models ( here the thread opener reported even lower fps )… and not who have the longest , biggest, you know … 
Therefore I asked whether @arcolegrove can try EDDF to have a comperable result.
