I havent tried using Spad / continued my quest, but I have found it helpful to edit edit a binding manually via the cogwheel menu. In it you have a list of buttons on the left that can be toggled on/off. Toggle the one on that you want to bind for that action.
To figure out which button assign to a function you can either:
a) Use the Game Controllers setting in Windows, and then Properties on the controller. This shows a UI in which you can see button numbers (sadly not great for Axis information)
b) Alternative use the settings screen in the simulation, and scan for a button. Write down the name/axis of the button, before using the cogwheel to edit the assignment.
Here’s what I did:
Start with the physical Avionics Bus 1 switch in the off position.
Click in the box for Electrical Bus 1 to Avionics Bus 1 ON, it should say SCANNING
Cycle the physical ON then OFF. That should bind JOYSTICK BUTTON 17.
Repeat for the other 3 bindings.
The main thing is to start with the physical switch in the opposite position from what you want to bind and cycle the switch between both positions.

Good job this worked for me. Why was that so hard?
Click on the cog on the right hand side, this allows you to designate the actual button rather than trying to detect it, which doesn’t work,
