How can I contact another play that I see in the game?

Hi, when I see another player in the game, I see the tag name.
How can I talk with him or how can I send a message to that player?

From the inside the simulation … I don’t think it’s possible. Through the XBox app game \Community “Search for people” enter the name tag

Within the sim,you can invite him to become a friend.
And than I would search for the gamer tag here or on the FB sites.
If you are (what would be a good idea) on several discord channels,
you can look for him there.
