How can the 8 cores use the 3D cache (7950X3D)?

Hello guys I am considering buying a 7950X3D. Since I am using my PC for playing but also for photography and music production I though the extra cores will give me better performance than having a 7800X3D.

However by reading about the 7950X3D many people in the forum talk about the importance of making this chip to use the 8 cores with the 3D cache in order to see good performance.

Question: is this done automatically by having the game bar installed and game mode on?

Are these both really need to be on?

Can you get those 8 cores to work with the 3D cache without messing around with optimization tools such as process lasso?
