Please check out this guide for Trust Levels and How To Advance

To become a regular in short, you have to be a big help to the community and be noticed by moderators or community managers for your efforts. There are some other conditions involved as well

Edit: I just saw that in the guide the ‘forum regular’ is described as ‘trusted member’. So the TL3 requirements are applicable here
