I think you have the wrong community folder there, it says “local cache” but I think the actual community folder is somewhere else (I forgot the default location I’m afraid).
That could be the reason, because as the others said, the community folder is not locked at all when MSFS is not running, you could simply rename it, update the sin, then rename it back.
