This is indeed the most likely explanation.
That’s probably why those connected to some nodes report a flawless experience, whilst those in others are suffering from constant issues.
That would explain why the issue is more prevalent in some countries (Germany, UK) where the CDN infrastructure may be older because it was introduced earlier than in other geographies, whereas the infrastructure in some places in Asia for instance, is able to cope as it is more recent.
Could also be a function of the the way each node is configured.
