I use the developer mode normaly not.
EDIT: re-read your question. But yes, I assume the “FPS-counter” in dev mode show you the right thing, it also “summarize” the load.
therefore check the mentioned link and then you know where you have to click in Taskmanager to see the real load 
Tools like MSI Afterburner also made “summary”.
