I suppose he means the non-hand crafted buildings are of low quality when you zoom in. My guess is that it has been a conscious choice to keep the poly count to a certain limit and GPUs from melting, as well as to enable us flying over the city.

Actually there are other PG cities where the resolution remains much clearer and the geometry defined (see the US and Japan for examples) so it may have to source data and conversion as well. The performance improvement has made flying over those a much smoother experience, compared to the past where the significant stutters and fps hits.
