Yes for your Windows PC user. What you’ll need to do is assure that the MS Store and any Xbox apps are signed into the account used to purchase MSFS.
I do this on my laptop where my Windows account is a different account than my Xbox account.
I’m not sure, but if you create a new user account on your PC, you may need to reinstall MSFS for it.
It’s a shame this isn’t fixed.
