I get low FPS and FS 2020 is not using my hardware

I get sometimes (usually flying over photorealistic cities) around 20-25 fps, and I experience a choppy gameplay. I read MSI afterburner statictis and my CPU is 25% and my GPU is jumping between 40-95%. I wonder why I do not get better FPS using better my hardware.

CPU: Ryzen X5800
GPU: Nvidia GTX 2080 (no TI)
RAM: 32 GB
SO: Windows 10 21H1
Nvidia driver: 512.15 DHC

Same Terrain LOD issue for the same CPU, every Terrain LOD above 50 on the ground / few ft above the ground stuttering when looking around → up in the air eg. EDDB (custom airport) 250 Terrain LOD and max Building LOD no problem
