Yes it is faster. If you look at the benchmarks 11900k is 3 fps faster than Ryzen 5950X 
I wrote that because in my personal opinion 11900K does not worth it. Either get 10900K or 5800X & higher. Even if you are upgrading only for gaming, a 5600X will be enough for you.
Problem with 11900K will not bring anything new to you as a user than a 10900K or 5800X. It is the same reson why people bought 10850K instead of 10900K.
On the other hand if intel decided to sell Rocket lake way cheaper than its current MSRP i would have comment different.
At the very moment, where MSI ACE + 11900K is ~1000$ it is not worth it.

- 5800x + Aorus Master ~800$
