ISSUE DESCRIPTION
Description of the issue:
There should be a cool-down on getting penalized for flying faster than 250 kits below 10,000 feet. Due to turbulence I was penalized several times in a couple seconds.

REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
1.Set autopilot at 250 kts
2.Set altitude to anything below 10,000 ft
3.Be in turbulence
4.Every single time the plane lurches forward you get penalized in quick succession. There should be a cool-down.
Same for taxi speeding. You should not be able to get more than one ticket per taxi session.
