Hello, what is the procedure to perform in IFR when the wind has changed since the entrance of the airstrip in the GPS and it is necessary to change the entire approach procedure?
Go Missed Approach, request Tower or ATC approval for a revised approach to new runway if available. ATC isn’t developed enough to do that yet.

IRL:
If the airport has changed the runway direction due to wind, then they would make you enter a holding pattern during the transition period, then clear you for the new approach type to the new runway.
However, if the same runway remains in use, but the cobditions go beyond the limits of your aircraft (eg excessive tailwind), then you would discontinue/go around to the holding pattern and request the other runway from ATC.
