I asking because these add-on cause similar issues and removal of the add-on itself is not sufficent, because it changed the windows hosts file.
But now we need more informations to can give hints… may its a connections issue, or anti-virus tool, or so…

well, like… have you tried already some things ? e.g. like tests with stopped anti-virus ( completly stopped ) , lowered in-game settings ( LOD ) . How you are connected to the internet ( cable, wifi ) and already checked this ? Do you use a VPN ? May some infos about your system, stutters are sometime cause from windows pagefile etc. … just all like that …
You know, we can only guess here remotly and as more infos we get as better can members give possible helpfull hints.
EDIT: and I seen in another post that you use pushback add-on… there is a new version which fix performance issues ( but not sure whether relevant here ).
I once flew in developer mode and I guess it didn’t work then, but I took off from MMUN airport and there was a wavy runway, so my plane jumped at the start, I have internet via the 20 Mbit phone line (optics don’t threaten because I live in a family house and here I don’t know when they will do the optics), GPU RTX2080, 4095 MB, CPU AMD Ryzen 5 3600X, RAM 32GB 1197 MHz, Motherboard ASUS ROG STRIX B550-A GAMING, Windows 10, I tried MSFS settings both Medium and ultra and it still does, antivirus I didn’t turn it off

And already tried the usually hints like removal of rolling-cache file, empty community folder, etc ?
The 20 mbit via phone can be an issue, it’s just not made for gaming like msfs.
You should try to disable for a test-case the antivirus tool ( all modules off it ). I fear it might have no effect, but worth to test.
Related in-game setting can be the pre-cache setting…
rolling-cache deleted, Community folder only CS B777, CS B777 Austrian, flew longhauls Vienna - Tokio, Cancun. I have been flying MSFS since the beginning and so far it has not cut me like that

You can try to reduce the in-game LOD setting… but… hmmm
