Insurance bill appears to be in real time hours, not game time hours

ISSUE DESCRIPTION

I know this will be an unpopular bug report, but I noticed after confirming the bug involving insurance not resetting had been fixed that insurance seems to be billed in real life hours involved in flying, and not game time flight hours. I do not know if this is intentional, but I do not think it was.

I use sim rate quite a bit at x3. I did one flight yesterday in my caravan. Insurance only counted 1.5 hours of that flight while I can assure you the actual flight in game flight hours was much longer.

I want to be clear, this is a double edged sword and cuts both ways as sim rate can be put below x1. In the case of sim rate above x1, one will be charged less than they should, in the case of sim rate below x1, one will be charged more than they should.

Insurance should be billed in game time flight hours, not real time flight hours.
