You do not have to pay for anything again. You own it. However, if you cannot see the Marketplace you are not going to be able to redownload content within the sim.
You need to see what is going on here:
Within the sim, go to:
Options—>General Options—>Data—>Data Connection—>Online Functionality—>ON
If that is OFF, you aren’t going to have any online functionality active in the sim.
