Phenomal find from the OP.
Managed to reproduce using drone CAM.
Have 2 screenshots literally one move apart showing an almost identical picture. The first has GPU at 73% @ 1.98GHz and steady CPU usage. The second has GPU at 13% @ 1.8 GHz with 2 of my CPU cores at almost 100%. FPS from 55 down to 4. Other cores are higher but not flat out in 2nd case. Seems 2 cores are causing the FPS to tank.
