CF Warp can also tunnel traffic via Cloudflare (using the Wireguard protocol, specifically Cloudflare’s own implementation “BoringTun”), and that’s the default setting, at least for the beta client I tried. So it basically acts like a VPN (I verified this by checking my outgoing IP address).
I couldn’t figure out what the business model is, I got the impression that it’s just a “helper” tool for enterprise customers of their “Cloudflare Zero Trust” product, or maybe for the “one.one.one.one App”, whatever that is.
